Roads at the top of a road hierarchy are generally arterial routes that cater for through traffic and often have high traffic volumes and operate at high speeds. Roads at the lower end of a road hierarchy tend to have a local access function and may have lower volumes or speed environments.</SPAN></SPAN></P><P><SPAN><SPAN>Ideally roads should connect into roads at the same level in the road hierarchy or one level above or below them in hierarchy.
