Roads at the top of a road hierarchy are generally arterial routes that cater for through traffic and often have high traffic volumes and operate at high speeds. Roads at the lower end of a road hierarchy tend to have a local access function and may have lower volumes or speed environments.

Ideally roads should connect into roads at the same level in the road hierarchy or one level above or below them in hierarchy.
